Teresa Berríos – Project Director

Ms Berrios has been Project Director for the PR MBEC since 1997, directing and coordinating the management of the Center at the San Juan, Ponce and Mayaguez offices. Previously she occupied the position of Administrative Assistant from 1976 to 1997. Ms Berrios has a B.B.A. majoring in Accounting and obtained a Masters Degree in Business Administration from the University of Puerto Rico, Rio Piedras campus.

Juan Colón – Business Consultant

Juan Colón is a Business Consultant that specializes in the preparation of business plans, feasibility studies, financial packages including the SBA loan guarantee programs such as Low Doc, 7A and 504, and with other programs that are available through the commercial & government banks. Mr. Colón previously worked with the Banco Popular de Puerto Rico in the Trust Division as a Mutual Funds Officer and he also worked in the insurance company PRAICO in the Accounting & Finance Department. Also he worked for a while as a Professor in the Universidad del Este, Santa Isabel campus teaching courses in Finance & Statistics. Mr. Colón has a BBA from the University of Puerto Rico, Cayey campus and a Master Degree in Finance from the Interamerican University.

Maria I. Fernández – Business Consultant

Mrs. Fernández provides marketing assistance to our clients to help them to develop and expand their businesses. She is responsible for the marketing of the program additionally she offers consulting assistance in the bid registration processes and certifications required by government entities in order to do business with the municipal, state and federal governments and private sector. Among the various registries that she works with are the Central Contractor Register (CCR), Municipal and State Bidders registry, VETZ 100, PHOENIX, PRO-NET, etc. She offers assistance and support in the preparation of the following certifications: SBA 8a, Small Disadvantaged Business (SDB), Disadvantaged Business Enterprise (DBE), HUB Zone, Veterans Owned, Veterans Disabled, Woman Owned, ORCA (GSA), among others. With more than 15 years of experience in the marketing field, public relations, she has been working with many commercial firms such as: LMC & Associates, PSC. In the year 1997 she started her career with the federal sector preparing federal proposals that today are very successful community programs. She graduated from the University of Puerto Rico with a bachelor degree in Humanities and Communications. She also has post graduated courses in marketing. She have a certificate from OSHA and has been taking seminars related to the certification process, permits, contracting, and marketing in the federal government,local government and with the private sector, especially with the construction industry.

Luciano del Valle - Accounting and Computer Specialist

Mr. Luciano del Valle has been the Accountant and Computer Specialist of the Center since 2001. Previously worked for the Corporacion para el Fomento Economico de la Ciudad Capital (COFECC) in this same capacity for five years. He has been in charge of all the processes to obtain certifications under the Programs 8(a), Small Disadvantaged Business, Veterans and Woman Owned, HudZone, Disadvantaged Business Enterprise. Provides orientation about the requirements to participate in bids with the State, Municipal and Federal governments. Assists in the registration of the businesses in the databases that are necessary to successfully participate of the opportunities of existent markets: Duns Number, Central Contracting Register, ProNet, Phoenix, etc... He is responsible for the bids notifications He is proficient in computer programs and is a graduate of the University of Puerto Rico, with a BBA in Accounting.

Ixora Corral – Administrative Assistant

Mrs. Corral works in charge of all administrative details of the PR MBEC. Assists the Project Director in the preparation of major reports and directives issued by MBDA and the coordination of the Minority Enterprise Development Week (MEDWEEK). Previously performed as Executive Secretary for the Project Director since 1997 and for the Executive Director from 1975 to 1997. She obtained a BSS from the Commerce Division of Ruston College in Havana, Cuba.
